At the end of the 19th and the beginning of the 20th century, Bulgarian healthcare underwent rapid transformation. One of the leading figures of that time was Dr. Stoyan Belinov, a pioneer in otology.
- He was the first to introduce the method of lateral head tilts in the diagnosis of labyrinthine disorders.
- He practiced in Ruse and Troyan, specialized in Vienna, and worked in St. Petersburg.
- In 1907, he participated in the 10th Pirogov Congress in Moscow, presenting a report on purulent labyrinthitis.
- He emphasized that public health is the responsibility of society as a whole, not just of the physician.
